Francis + Clare Place

Francis + Clare Place is a 61-unit affordable housing development designed to provide Permanent Supportive Housing (PSH) for individuals experiencing chronic homelessness. Located in Portland, Oregon, the project expands on the mission of Catholic Charities of Oregon and its partners to deliver stable housing combined with access to comprehensive, on-site support services.


The development includes community-focused amenities such as a quiet room for reflection, dedicated classroom space for programs and workshops, and access to culturally responsive services through local partner organizations.


PARCA Floors was engaged to deliver flooring and surface-related scopes in alignment with project specifications, supporting the development’s goal of creating safe, durable, and welcoming living environments.


Scope of Work

  • Installation of resilient flooring systems across residential and common areas 
  • Carpet and tile installation in designated interior spaces 
  • Installation of rubberized flooring and base systems 
  • Concrete floor finishes, including sealed and polished concrete 
  • Installation of wall protection systems (FRP) in select areas 
  • Subfloor preparation and coordination with gypsum-based substrates 
  • Installation of stair finishes including treads, risers, and landings
